Open Regular Meeting:
Chairman Slutzky opened the regular meeting at 7:00 PM.

Review and Approval of the Minutes of the Planning Board Meeting of August 28, 2025:

C. Giangrande made a MOTION to approve the minutes as presented.  P. Sikalis seconded the MOTION, which was carried by all.

New Business:

52 Maple Avenue Lot Line Adjustment—Tax ID: 164.05-8-25.1

M. Fedyshin presented application for Lot Line Adjustment and survey map by Donald Brewer Surveying and explained that 2,291 square feet of the adjacent 99 Division Street lot owned by Gary and Kate Goodrich was proposed to be conveyed to 52 Maple Avenue lot, owned by M. Fedyshin and Rostyslav Verteleskyy.

After discussion, the Board determined that both lots were preexisting nonconforming lots and that the proposed minor lot line adjustment would not change that status for either of the lots.

After further discussion, the Board advised M. Fedyshin that the following would be required to review the proposed lot line adjustment:

  • Signed and notarized Owner Authorization Forms from the owners of both lots.
  • Grantor and Grantee proposed deeds for both lots after lot line adjustment.
  • Any covenants or deed restrictions.
  • Completed Short Environmental Assessment Form.
  • Mylar and paper maps signed by all owners of both lots.
  • Lot Line Adjustment fee of $50 payable to Village of Hunter.

M. Fedyshin advised she would like this proposed action to be included on the agenda for the Planning Board’s October meeting.

Old Business:

7776 Main Street— Site Plan & Preliminary Major Residential Subdivision Plat Review—Le Jardine de Hunter—S. Ouimet presenting

The Board reviewed in detail the written narrative of the proposed mitigations, furnished previously by S. Ouimet, for all the questions that the Board identified at the August meeting as potentially causing moderate to large environmental impacts. The Board asked S. Ouimet for additional information on several of the proposed mitigations and he advised he would furnish his responses prior to the October Planning Board meeting.

Chairman Slutzky asked S. Ouimet when the preliminary plat would be presented for review. He advised that it wouldn’t be presented until the SWPPP has been completed and all regulator questions and/or concerns have been addressed. He advised that would likely be several months from now.
