Public Hearing: Revisions to Site Plan—The Rounds at Scribner’s—161 Scribner Hollow Road
Chairman Slutzky opened the Public Hearing at 6:45 PM. Samantha Cummings, EIT, with Taconic Engineering presented copies of proof of mailing and receipt of delivery for the Notice of Public Hearing that was sent to the Board designated abutting property owners.
S. Cummings reviewed the proposed site plan revisions. A. Quiatkowski and A. Cavallaro asked several questions about the proposed new pool at the Rounds. M. Chodock responded that the new pool will be open to the public via memberships, the pool would use a sand filter system with chlorination, initial pool filling would be by tank truck, and the NYSDOH has already been contacted about the required pool submissions.
There being no additional comments from the public, Chairman Slutzky closed the Public Hearing at 7:00 PM.
Open Regular Meeting:
Chairman Slutzky called the meeting to order at 7:00 PM.
Review and Approval of the Minutes of May 28, 2026:
After review, P. Sikalis made a MOTION to approve the minutes of 5/28/26 as presented.

OLD BUSINESS:
• 161 Scribner Hollow Road–Revisions to Site Plan—The Rounds at Scribner’s—Samantha Cummings, EIT with Taconic Engineering presenting
Chairman Slutzky said all comments from the public at the Public hearing were addressed during the Public Hearing.
The Board reviewed Greene County Planning’s response of Local Decision With Comment to the 239 Review Referral form that was previously submitted to them. S. Cummings’ responded to the County Planning comments as follows:
Agency Approvals: all required NYSDOH approvals for the proposed hot tub, proposed pool, potable water supply, and water treatment system have already been submitted for approval.
Grading and Drainage: C. Giangrande, in his capacity as Village Code Enforcement Officer will review the grading and drainage on the project to ensure that stormwater runoff will not adversely affect adjacent properties. This will be done prior to issuance of any building permits for the project.
Water Supply and Pool Drainage: The source water for filling the pool will be from tank truck, not Village water. Discharges from pool backwash, maintenance drainage or sewer seasonal draining will go into Village sewer system.
Chairman Slutzky continued the SEQR review of the project under Part 2-Impact Assessment of the SEAF. He reviewed each of the 11 questions in Part 2 with the Board and all agreed that no Moderate to Large impacts would likely result from the proposed action. After further discussion, Chairman Slutzky made a MOTION for a determination of Negative Declaration of the proposed Unlisted Action under SEQR. E. Kaplan seconded the MOTION, which was carried by all.
After discussion, Chairman Slutzky made a MOTION to approve the revised site plan for the Rounds at Scribner’s as presented. H. Dermengian seconded the MOTION, which was carried by all.
Chairman Slutzky then signed multiple copies of the approved revised site plan, which were previously signed by applicant M. Chodock. One copy was retained in Planning Board file and one copy was given to C. Giangrande for the Village CEO files.
• Proposed Refuse Control Law:
Chairman Slutzky advised that the Village Board has scheduled a Public hearing at 6:45 PM on July 13 prior to their regular Board meeting at 7:00 PM, on the proposed new Refuse Control Law.
NEW BUSINESS:
• Four Seasons Hunter LLC Annexation—SEQR Review
Chairman Slutzky advised that the Village Board asked the Planning Board to conduct the SEQR review of the proposed annexation of Four Season’s 127.1 acre parcel from the Town of Hunter into the Village of Hunter. He also advised he had completed and submitted a 239 Review Referral Form to Greene County Planning on 6/24/26 on behalf of the Village Board, as the proposed lands to be annexed are located within 500 feet of the boundary of the Town and Village. Greene County Planning responded to the submittal that it appeared to be complete and they would review it at their July 16 regular meeting.
Chairman Slutzky then commenced the SEQR review of the proposed annexation. He presented copies of the proposed Annexation Petition and Long Environmental Assessment Form for Board review. He noted that under SEQR Section 617.4-Type 1 Actions section (b) (4) “the acquisition, sale, lease, annexation or other transfer of 100 or more contiguous acres of land by a State or local agency” is deemed to be a Type 1 action under SEQR. After review of Part 1-Project and Setting of the FEAF, the Board agreed that the Village Board should declare its intent to be Lead Agent in an uncoordinated SEQR review of the project as there are no agency permits required for the annexation. He said it is anticipated that the planning Board will conduct a Site Plan and Major Residential Subdivision review of the proposed project with a coordinated Type 1 SEQR review at such time as the applicant submits a formal application for review.
After review of Part 1-Project and Setting, and Part 2-Identification of Potential Project Impacts, Chairman Slutzky made a MOTION that the Planning Board sees no impact of the annexation of Lot 164.00-2-19 that would likely result in any moderate to large environmental impacts and therefore recommends that the Village Board issue a Determination of Significance under Part 3-Evaluation of the Magnitude and Importance of Project Impacts, of Negative Declaration under SEQR, as relates to the annexation, with the express understanding that any project subsequently brought to the Planning Board for the annexed land will need to undergo a thorough coordinated Type 1 SEQR review with the Planning Board serving as lead agent in the review. The Planning Board further recommends that the Village Board withhold the assignment of the annexed lands to a zoning district(s) until the project is under review by the Planning Board. The MOTION was seconded by P. Sikalis and carried by all.
Chairman Slutzky said he will attend the Village Board meeting on July 13 to discuss the Planning Board’s recommendations with the Village Board. As the Greene County Planning Board’s next meeting isn’t until July 16, the Village Board will not be able to issue a SEQR determination on the annexation until their August meeting.
