Minutes of The Village Board Meeting held May 30, 2016

Call to Order: 10:30AM. Pledge of Allegiance

Members Present: Mayor William Maley and Trustee Alan Higgins

Also Present: Kathleen M. Hilbert

Public Present: None

Mayor Maley – I would like to open the regular meeting for the purpose of adopting The Village of Hunter Sewer Operating Budget. The residential rate increased to $123.08 from $121.02. The commercial rate decreased to $386.24 from $417.50 last year. See Resolution 2016 – 031.

Mayor Maley – At this time since all the budgets, General Fund, Sewer Operating and Water Operating are passed, I would like to have a motion to rescind the Property Tax Cap Law which would have enabled us to override the State’s tax limit. See Resolution 2016 – 032.

Mayor Maley – Hunter Fire Co. No. 1 is having their block party on August 6, 2016. There is a new requirement this year as they are having beer on a public street. They requested a waiver of the open container law for that event. I am in favor of this. See Resolution 2016 – 033.

Resolution 2016-031
Adopt Sewer Budget for the Fiscal Year 2016/2017

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees adopts the Sewer Budget for the Fiscal Year 2016/2017, which reflects an increase for residential users to $123.08 per residential equivalent dwelling unit (E.D.U.) per annum in accordance with the Memorandum of Agreement between The Village of Hunter and the New York City Department of Environmental Protection and a decrease for commercial users to $386.24 per commercial E.D.U. per annum.

The foregoing resolution was put to a vote and was carried unanimously.

The resolution was thereupon declared duly adopted.

Resolution 2016-032
Local Law No. 2 of 2016
Repeal Local Law No. 1 – Property Tax Cap Law

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees enacts Local Law No. 2 of 2016, a local law cited as Repeal Local Law No. 1 of 2016 – Property Tax Cap Law of 2016.

The foregoing resolution was put to a vote and was carried unanimously.

The resolution was thereupon declared duly adopted.

Resolution 2016-033
Authorize Mayor to Sign Open Container Waiver Permit

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees authorizes the Mayor to sign the Open Container Waiver Permit for the Hunter Fire Co. No. 1 block party to be held on August 6, 2016.

The foregoing resolution was put to a vote and was carried unanimously.

RESOLVED that The Village of Hunter Board of Trustees approves the following wage and salary schedule:

Superintendent of Highways – $19.42 per hour
Bepler, Richard R. – $15.63 per hour
Hartman, David R. – $15.00 per hour (Highway)
Hartman, David R. – $1,200 per annum (Fire)
Village Attorney – $4,635 per annum
Building Inspector/Code Enforcement Officer – $15,000 per annum
Mayor – $7,164.96 per annum
Trustees – $6,285 per annum
Clerk/Treasurer – $50,000 per annum
Deputy Treasurer – $27,976 per annum
P/T Deputy Clerk – $15.00 per hour

The foregoing resolution was put to a vote and was carried unanimously.
