New Business:

Sidewalk Bricks – Jim Ray – I would like to bring up the bricks on the sidewalk. They are about an inch and one-half lower than anything else. Trustee Higgins – There are a couple of low spots. Mayor Maley – I believe the severe ones should be modified. We should look at the egregious spots because some of them really sunk this winter. But, we are not going to do all of the brick pavers in the whole Village over. Trustee Higgins – We could pick a section and get some kid part-time to pull the bricks up, put some sand down and put the bricks back in. Mayor Maley – I agree with the concept that when the summer comes, we could train someone who wants a summer job. He would get paid a fair salary. He could do that and mow lawns. I would recommend, Alan, with your approval, that we look into that for sometime when the kids get out of school that we hire a couple of part-time people to do that. Trustee Higgins – I am going to talk to the Guidance Counselor and see if the high school has any promising kids looking for work. Mayor Maley – If not, we will put an ad in the paper. Trustee Higgins – Or, we will go through the Columbia Greene work program. Attorney Gardner – The Sheriff’s Department is looking for projects. Mayor Maley – Good. That is even better yet. Attorney Gardner – Typically they like to set it up with not-for-profits. I am not sure if they will do it for a municipality. But we could find out. Mayor Maley – Larry, tell Sheriff Seeley to call me. Attorney Gardner – Okay.

Cosmic Charlie’s/Ike’s – Trustee Higgins – What happens if potential new owners tell the Planning Board they will open as a nice quite restaurant but then they open and blast the music until 4AM. Any teeth at all after the fact? Mayor Maley – I believe we need to change our law. I have reviewed all the Planning Board minutes of Roseberry’s when they wanted to put the restaurant in and they specifically said they would not be having entertainment. It is in the minutes – it is a document that is on file and is a public record. They turned around and put music outside. But with our law, you are right, we do not have any teeth – no standing, legally. We will probably have to change our zoning document and our review procedures on new businesses coming in. People were afraid that when we created zoning that we would be overly restrictive. We are not restrictive enough. We have a mixed-use Main Street. Our laws are so vague. We do not have different laws for entertainment. We first have to modify the law. We have to review our documents so that we can protect the community in the future.

Old Business:

Cardboard Box Hotel – Attorney Gardner – I have correspondence with the owner three times a month. I go down there two or three times a week. I can see things moving a little bit but it is at a snail’s pace. I am waiting for something significant to happen. Mayor Maley – He is running out of time. Attorney Gardner – There is no doubt about it. I am on him constantly. If we do not see something big this week, we will know he is full of it.

Correspondence:

  1. NYMIR – Annual Meeting – Proxy. See Resolution 2016 – 021
  2. Greene County Council on the Arts – Requesting support of the Sprouts Program in the amount of $100. Mayor Maley – Municipality must have a contract for services in order to disburse money. Trustee Alan Higgins made a motion; seconded by Mayor William Maley with all in favor to authorize Attorney Larry Gardner to prepare a contract between The Village of Hunter and the Greene County Council on the Arts for the purpose of donating $100 in support of the Sprouts Program. Mayor Maley – We will approve the contract at the next meeting.
  3. Tour of the Catskills – Municipal Letter of Acknowledgment. Mayor Maley – This event is to be held on a single day on Saturday, August 6. Kathleen, send a letter definitively asking how it is going to go through The Village of Hunter including times and requirements as this is on the same day as the Celtic Festival. We need specifics before we can sign the letter of acknowledgment.
  4. Training for Planning Officials presented by NYS Department of State being held May 25, 2016. Mayor Maley gave this information to Cheryl Cornelius.
  5. GovDeals.com – Mayor Maley – I will take this and read all the information and see what their commission is. We have equipment we want to get rid of. Maybe this is an opportunity to move forward. Trustee Higgins mentioned that Auctions International will come and take pictures of the items for sale, do the write-up and all associated work.

The Daily Mail – Official Newspaper

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees hereby designates The Daily Mail as the official newspaper for The Village of Hunter.

The foregoing resolution was put to a vote and was carried unanimously.

Resolution 2016 – 019
The Bank of Greene County – Official Bank

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees hereby designates The Bank of Greene County as the official bank for The Village of Hunter.

The foregoing resolution was put to a vote and was carried unanimously.

Resolution 2016 – 020
Regular Meeting Schedule

RESOLVED that The Village of Hunter Board of Trustees hereby establishes that The Village of Hunter Board of Trustees regular monthly meetings will be held on the second Monday of each month at 8PM.

Resolution 2016 – 021
Authorize Mayor to Sign NYMIR Proxy

Motion made by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees authorizes Mayor William Maley to sign a proxy appointing William Cherry, NYMIR Vice President, as Proxy and authorizing him to vote for the election of the nominated Governors at the Annual Meeting of Subscribers of the New York Municipal Insurance Reciprocal (MYMIR) 2016 Annual Meeting.

RESOLVED that The Village of Hunter Board of Trustees elects to keep the current Procurement Policy in place.

Trustee Alan Higgins made a motion to go into Executive Meeting.

Meeting reconvened after the Executive Session.

Mayor Maley – I would like to appoint Nancy Arangio to the position of Part-Time Deputy Clerk. It is a part-time, 20-hour a week position, starting immediately. The salary is $15.00 per hour. This will replace the position currently held by Jill Riley. I seek a motion of the Board to allow me to make this appointment. Trustee Alan Higgins made the motion; Seconded by Mayor William Maley. Motion carried unanimously.

Resolution 2016 – 023
Creation of the Appointed Position of Part-Time Deputy Clerk

Offered by Trustee Alan Higgins; Seconded by Mayor William Maley

RESOLVED that The Village of Hunter Board of Trustees created the Appointed Position of Part-Time Deputy Clerk.

The foregoing resolution was put to a vote and was carried unanimously.

Appointment of Part-Time Deputy Clerk

RESOLVED that Mayor William Maley appointed Nancy Arangio as Part-Time Deputy Clerk for a one-year term expiring April 2017.
