Minutes of The Village of Hunter Special Meeting held
Wednesday, April 6, 2022

Call to Order: 1:00PM. Pledge of Allegiance

Members Present: Mayor Alan Higgins and Trustee Benjamin Sommers

Also Present: Clerk Kathleen Hilbert and Todd Murphy, WWTP

The purpose of this Special Meeting was to adopt the tentative 2022/2023 Sewer Operating Budget. Previous roof estimate was from twelve months ago. Received new estimate – budgeted $29,507. Motion was made by Mayor Higgins, seconded by Trustee Sommers to adopt the tentative 2022/2023 Sewer Operating Budget. All were in favor. Budget adopted.

Other Business:

General Fund Budget – Discussion held.

Village Trash Bags – Clerk to instruct M. Grossman to make arrangements to deliver one box each of yellow and green trash bags to Gleason Truesdell on Friday and collect a check in the amount of $1,080. Village trash bags will be available for purchase at Williams Lumber Company located at 34 Bloomer Road, Tannersville, New York during their hours of operation. Purchase price is $2 for yellow trash bags and $3 for green trash bags.

On-Premise Liquor License Application – Pursuant to Section 64, Subdivision 2A of the Alcoholic Beverage Control Law, we were provided with a thirty-day advance notice of an application that will be filed with the Authority for an On-Premise Alcoholic Beverage License for 7925 Main Street.

The Board authorized Clerk to publish notice of:

Public Hearing at 6:00PM on Wednesday, April 18, 2022 for the purpose of hearing public comment on proposed Local Law No. 1 of 2022 Tax Levy Limit Override Law. A copy of the proposed local law is available for inspection.

Special Meeting at 6:15PM on Monday, April 18, 2022 to adopt Local Law No. 1 of 2022.

Public Hearing at 6:45PM on Monday, April 25, 2022 for the purpose of hearing public comment on the tentative 2022/2023 General Fund Budget. A copy of the tentative budget will be available for inspection.

All Public Hearings and Meetings will be held in the Conference Room at The Village of Hunter Waste Water Treatment Plant located at 8430 State Route 23A, Hunter, New York.

Sewer

Sewer Application – Christian Beneš – Approved.

Purchase Orders presented by T. Murphy and approved by Board:

Turbidimeter w/new Hach TU5300

Treasurer is unable to encumber funds for Turbidimeter as full amount is not available. Budgeted $6,000.00, spent $3,444.01 leaving balance of $2,555.99.

Disability Insurance – Authorized our insurance agent to switch to ShelterPoint Life Insurance Company for annual rate of $125 vs. current NYSIF annual rate of $395.

Office Equipment – Authorized purchase of two computers for the Hunter Village Hall.

Executive Session: – The Mayor entered into Executive Session to discuss personnel matters.

Salary Increases – Authorized salary increases for Scott Rynard and Paul Benjamin. Increases to go into effect next pay period.

APRA Compensation – To be issued as soon as possible. Will not be subject to NYSLR.

Resolutions:

Resolution 2022-003
Adopt Water Operating Budget for Fiscal Year 2022/2023

Motion made by Mayor Alan Higgins; seconded by Trustee Benjamin Sommers

BE IT RESOLVED that at a Special Meeting held on March 28, 2022, The Village of Hunter Board of Trustees adopted the Water Operating Budget for the Fiscal Year 2022/2023. The budget decreased to $471,717. Rate per EDU decreased to $199.79 for non-metered users and decreased to .011 cents per gallon plus one EDU rate for metered users. Mayor Higgins and Trustee Sommers voted in favor. Trustee Ayres was not in attendance.

The foregoing resolution was put to a vote and was carried.

The resolution was thereupon declared duly adopted on April 6, 2022.

Resolution 2022-004
Adopt Sewer Operating Budget for Fiscal Year 2022/2023

Motion made by Mayor Alan Higgins; seconded by Trustee Benjamin Sommers.

BE IT RESOLVED that The Village of Hunter Board of Trustees adopts the Sewer Operating Budget for the Fiscal Year 2022/2023. The total budget is $897,771. The non-residential rate is $475.08 per EDU. The residential rate is $134.70 plus a one-time special project capital cost of $34.43 for a total of $169.13 which reflects a $475.72 subsidy by NYC DEP.

The foregoing resolution was put to a vote and was carried.

Resolution 2022-005
Approval of Sewer Application – Christian Beneš

Motion made by Mayor Alan Higgins; seconded by Trustee Benjamin Sommers.

BE IT RESOLVED that The Village of Hunter Board of Trustees approves the sewer application submitted April 6, 2022 by applicant, Christian Beneš, Apartment 2A, 274 21st Street, Brooklyn, NY 11215 for property identified as Tax Map Number 164.09-2-17 which is in The Village of Hunter at 104 Bridge Street, pending the receipt of the $100 sewer application fee and with the understanding that the actual cost of connection is paid by the property owner.

The foregoing resolution was put to a vote and was carried unanimously.

Authorize Salary Increases

Motion made by Mayor Alan Higgins; seconded by Trustee Benjamin Sommers.

BE IT RESOLVED that The Village of Hunter Board of Trustees authorizes the following salary increases effective the next pay period:

Scott Rynard – $2.00 per hour to $18.00
Paul Benjamin – $ .75 per hour to $15.75
