Tax Exemptions and Tax Cap Override

Call to Order: 5:55PM

Members Present: Trustee Alan Higgins and Trustee Michael Tancredi

Public Present: None

Maximum Income Limits for Tax Exemptions for Senior Citizens – Amend Local Law No. 7 of 1993 “The Village of Hunter Senior Citizens Exemption Law” to mirror Greene County and increase the maximum income limit for senior citizens 65 years of age or older to $26,500 for a 50% exemption provided these property owners meet certain qualifications. Sliding scale is omitted.

Motion made by Trustee Tancredi; Seconded by Trustee Higgins. All in favor. Motion carried.

Maximum Income Limits for Tax Exemptions for Persons with Disabilities and Limited Incomes – Amend Local Law No. 2 of 2004 “Exemption from Real Property Taxes of Property Owned by Persons with Disabilities and Limited Incomes” to mirror Greene County and increase the maximum income limit for persons with disabilities and limited incomes to $26,500 for a 50% exemption provided such owners meet certain qualifications. Sliding scale is omitted.

Motion made by Trustee Tancredi; Seconded by Trustee Higgins. All in favor. Motion carried.

Veteran Exemptions – Trustee Higgins – Our counsel has advised us that as of October, 1985 we are grandfathered in because we did not opt out of the veterans exemptions when New York State gave the option. We will continue to mirror the Alternate Veteran Exemptions per NYSDEA as of October 8, 1985, with the following maximum limits: Wartime Veterans – $12,000; Combat – $8,000; Disability – $40,000.

We have not adopted the Cold War exemption.

Motion made by Trustee Tancredi; Seconded by Trustee Higgins. All in favor. Motion carried.

Override the tax levy limit established in New York General Law 3-C – Limit Upon Real Tax Levies by Local Governments – Enact Local Law.

Motion made by Trustee Tancredi; Seconded by Trustee Higgins. All in favor. Motion carried.

Public Hearings to hear all interested parties on the above proposed amendments and local law will be held Thursday, January 26, 2017 beginning at 4:00PM, followed by a Special Meeting at 4:45PM to adopt said amendments and local law.
