Open Meeting:   Chairman Slutzky opened the workshop meeting at 6:00 PM

Workshop on potential updates to Village of Hunter Zoning Law:

Zoning Map Changes:  The Board reviewed with H. Budrock four properties that were previously annexed into the Village from the Town of Hunter by the Village Board:

  1. It was determined that the Hunter Peaks lots (Mountaintrail at Hunter, LLC Tax Map #164.00-04-21.11 and Trailside Inroads, LLC-Hunter Highlands Drive -Tax Map #164.00-4-10) were annexed into the Village on March 14, 2016 and assigned to the Village Residential District on May 9, 2016. It was determined that both of these lots were previously included on the Village’s Zoning Map.
  2. It was determined that Tax Map #164.00-2-21.1 owned by Sestilio Botti was annexed into the Village from the Town of Hunter on September 12, 2016 and assigned to the Village Residential District and previously included on the Village of Hunter Zoning Map.
  3. It was determined that the 7776 Hunter Realty LLC lots having Tax Map numbers 164.00-5-2.21, 164.00-5-2.22 and 164.00-5-7 were annexed into the Village from the Town of Hunter on October 9, 2023 and assigned to the Village Residential District. However these lots were not yet included on the Village of Hunter Zoning Map.
  4. It was determined that the Scribner’s Catskill Lodge, LLC and Whistle Tree Development Corp. lots #165.58-6-4 and 164.58-6-5 were annexed into the Village from the Town of Hunter on March 13, 2023 and assigned on that date to the Gateway Business District. It was further determined that these lots had not as yet been incorporated in the Village’s Zoning Map.

The Board requested H. Budrock to incorporate the Hunter Realty and Scribner’s Lodge annexed lots into the Village Zoning Map.

Permitted Use Changes: The Board reviewed with H. Budrock the following potential changes to the Use, Area and Coverage Regulations of the Village’s various Zoning

Districts:

  1. Multiple Family Dwelling—discussed the possible inclusion of this use in the Village Business District and what minimum lot size was appropriate in the Gateway Business District, the Village Business District and the Residential District. Budrock will review the available vacant lots and their sizes  in the Gateway and Business Districts to assist in determining the appropriate minimum lot sizes per dwelling unit in these districts
  2. Spa—discussed the possibility of adding this use to the Village Business District and Gateway Business District.
  3. Event Space—discussed the possibility of adding this use to the Gateway and Business District.
  4. Cannabis Grow Facility—discussed necessity of adding this use to the Gateway Business District.
  5. Ground Mount Solar Facility—reviewed the possibility of adding use to Gateway, Business, Residential and Recreational 1 Districts.
  6. Kennels—reviewed adding use to Gateway and Recreational 1 Districts.
  7. Glamping Resort—discussed adding use to Gateway and Recreational 1 Districts.
  8. Tiny Homes—discussed possibility of adding use to Gateway and Residential Districts—discussed what dwelling size and/or construction type would constitute a Tiny Home.
  9. Child Care Facility—discussed adding use to Village Business District.
  10. Recreation Facility—discussed adding use to Village Business District and Gateway Business District.

Board requested H. Budrock to review possible enhanced definitions for the discussed Permitted Uses.

Board and H. Budrock agreed to hold another workshop meeting to continue these discussions at 6:00 PM on July 25 prior to the Regular Planning Board Meeting.
