Regular Meeting Minutes
September 22, 2016

Public Present: Marc Chodock, Glennon Travis, Sarah Sinen (all representing Scribner’s Catskill Lodge), Chad Lindberg (Taconic Engineering for Scribner’s Lodge) and Attorney Greg Lubow (representing Scribner Homeowner Association)

Opening of Meeting: P. Slutzky opened the meeting at 7:00 p.m.

Review and Approval of Minutes of August 26, 2016:
Motion was made to approve the minutes by G. Goodrich, seconded by R. Volpi and carried unanimously.

Privilege of the Floor: none

Old Business:

  • Scribner’s Catskill Lodge – 19 Scribner Hollow Road – Site Plan Review – Marc Chodock and Glennon Travis, co-owners and Chad Lindberg, PE with Taconic Engineering presenting: Chairman Slutzky advised this is a site plan review continuation and asked Chad Lindberg, PE, to run thru the site plan changes. Mr. Lindberg addressed the issues brought up in Attorney Lubow’s letter dated September 22, 2016, and explained each of the issues and changes and/or replacements made to the proposed site plans. Road maintenance agreement issues were discussed along with Parking Plan and dumpsters and enclosure to be located across Scribner Hollow Road below Munson house.

After discussion, MOTION was made for negative declaration for this unlisted action for the uncoordinated review under the SEQRA, by C. Giangrande and seconded by H. Goldberg.
MOTION carried unanimously.

After further discussion, MOTION was made by H. Goldberg, seconded by R. Volpi, to approve the Site Plan, updated 9/28/16, with the conditions that:

    1. Dumpster enclosure be located on the Site Plan
    2. Pedestrian pass-through, approximately 3’ – 4’ wide, be located adjacent to the latched but unlocked emergency gate at west end of upper parking lot, with “No Parking—Do Not Block” signs placed on both sides of gate
    3. Trees and/or shrubs as shown to be planted in front of “A” building to be maintained at maximum height of 15 feet
    4. Drainage swale be run down slope on west side of proposed snow stockpile area adjacent to the northeast corner of the Scribner HOA “A” building

MOTION carried unanimously..

P. Slutzky advised that any project that is visible from Route 23A (Main Street) is subject to the Architectural Review Law. After discussion and review of the proposed building elevation plans presented by C. Lindberg, MOTION for approval of under the Architectural Review Law was made by R. Volpi, seconded by C. Giangrande.
MOTION carried unanimously.

New Business:

  • Sign Permit Application – Scribner’s Catskill Lodge – 19 Scribner Hollow Road – C. Lindberg stated sign will be 12 x 3’9” or 32 sq. ft. Chairman Slutzky stated the sign size would require a variance which the Planning Board has authority to grant. Chairman Slutzky further advised that he discussed it by Mayor Maley and he has no problem with it. MOTION was made to accept the sign permit application with variance as to quantity (2) and size by G. Goodrich, seconded by C. Giangrande.
    MOTION carried unanimously.

Chairman’s Report:

  • Cardboard Box Inn – was discussed by the Board
  • South Mountain Electric – Bob Basil, Jr. took graffiti off the trailer in driveway and will be moving the trailer shortly. Also Bob Basil, Jr., will be coming into the Village Hall to get sign permit and site plan review for sign that is on their building.
