Minutes of The Village of Hunter Special Meeting held
Monday, March 28, 2022

Call to Order: 10:15AM. Pledge of Allegiance

Members Present: Mayor Alan Higgins and Trustee Benjamin Sommers

Also Present: Clerk Kathleen Hilbert

Absent: Trustee Anita Ayres

The purpose of this Special Meeting was to adopt the tentative 2022/2023 Water Operating Budget. Motion was made by Mayor Higgins, seconded by Trustee Sommers to adopt the tentative 2022/2023 Water Operating Budget. All were in favor. Budget adopted.

Water Operating Budget decreased to $472,717. Rate per EDU decreased to $199.79 per EDU. Commercial rates also decreased – one EDU plus .011 per gallon.

Other Business:

ARPA – Mayor Higgins made a motion, seconded by Trustee Sommers to use a portion of the ARPA funds to give full-time employees in good standing a 10% bonus of their base annual salary.

Sam.gov – Clerk reminded Mayor to renew registration so there is no risk regarding receipt of our remaining ARPA payment.

Village Attorney – Mayor read the proposed General Retainer to retain Tal G. Rappleyea as The Village attorney.

Trustee Sommers made a motion, seconded by Mayor Higgins to authorize the Mayor to sign the General Retainer to retain Tal G. Rappleyea as The Village Attorney commencing May 1, 2022.

Sewer – Purchase Order – Turnkey Control Solutions, Inc. – $3,209.00 – Configure alarm call-outs from pump station generators. Authorized by Mayor Higgins and Trustee Sommers.

Sewer Operating Budget – The clerk was previously ordered to publish a legal notice stating that The Village of Hunter Board of Trustees will hold A Public Hearing at 1:00PM on Wednesday, April 6, 2022 for the purpose of hearing public comment on the tentative 2022/2023 Sewer Operating Budget and a Special Meeting at 1:15PM on Wednesday, April 6, 2022 to adopt the 2022/2023 Sewer Operating Budget. The Hearing and Meeting will be held in the Conference Room at The Village of Hunter Waste Water Treatment Plant located at 8430 State Route 23A, Hunter, New York.

The cost of the Waste Water Treatment Plant roof ($26,000) will be funded by a one-time special project capital cost of $24.48 per residential EDU. Clerk has submitted a draft of a notification letter and has asked if the Board would like same to be included with village tax bills and town sewer bills. Board will respond by e-mail.

General Fund – The tentative General Fund Budget was not filed with the office of the village clerk so therefore the village clerk is unable to present same to the Board of Trustees by March 31, 2022 as required by village law. A Public Hearing must be held on the tentative budget on or before April 15, 2022.

Executive Session – The Mayor entered into Executive Session to discuss a personnel matter.

No action was taken in Executive Session.

Adjournment: Motion to adjourn the meeting made by Mayor Higgins, seconded by Trustee Sommers. Meeting was adjourned at 11:10AM.
